Calling for urgent and decisive action on a new national ocean policy, the report, An Ocean Blueprint for the 21st Century, calls for the establishment of a new National Ocean Policy that balances use with sustainability, is based on sound science and educational excellence, and moves toward an ecosystem-based management approach.

The U.S. Commission on Ocean Policy recognized the critical importance of our coasts and oceans to the American economy and way of life as well as the increasing threats to those valable resources. As an ocean enthusiast, I urge you and Congress to enact a National Ocean Policy that establishes the ocean as a national public trust and requires federal, state and local agencies to protect and restore the health of ocean resources through ecosystem-based sustainable management.

Please create the National Oceans Council to coordinate federal ocean activities and ensure the implementation of the Nationl Ocean Policy. Create policies for federal agencies that will guide them to further protect coastal habitat and recreational opportunities, restore important ecosystems throught the use of Marine Protected Areas, and to revise strengthen and expand pollution laws to protect coastal waters.

America's coasts and oceans need the leadership you can provide. Please act now so our children and future generations can enjoy the continuing legacy of a healthy ocean.
