He acknowledges the leadership role played by Richard Katz of State Water Resources Control Board (SWRCB) and suggests writing an email letter to him thanking him. Here is a suggested letter:

I am writing to thank you for your leadership role on the Goleta Waiver issue, and for finding a creative solution to denying the Goleta Waiver.

All across the state, people want clean water and no waivers from clean water rules. Waivers are a vestige of the past. Society has the tools, the will, and the way, to achieve clean water in our oceans, rivers and lakes, and there is no longer any excuse for waivers such as the 301(h) waiver.

Thanks again for your leadership, and I hope the State Water Resources Control Board continues to act to eliminate any future requests for a waiver.

This is indeed great news. And I agree that all of the emails and letters helped. But in the end, I believe Richard Katz deserves tremendous credit for pushing a creative way out for a Board that already had committed itself (based on its past practice) to go the wrong way. (They voted to rescind their previous vote to take up the matter, thus essentially denying the appeal.) I think that emails to Richard, thanking him for his leadership would be very important. His email is rkatz@swrcb.ca.gov

Also, in the coming weeks, we expect that EPA will issue a tentative decision to grant a 301 waiver at Morro Bay, so the fun keeps coming!
